Downgrade to Anna is not Possible, but you can wait for Nokia Belle FP1 Lite it will solve Every Problem & If you use any 3rd party Software to Downgrade than it may be Possible that your Phone become unusable and also the Warranty of your phone will expire.

Nokia 500 has no Bugs now after Nokia Belle Update & some problems of restarting and hangs is common in every Smartphone (Symbian,Android,iOS etc.).In nearly November every Nokia 500 users will get New Update (Can be said Nokia Belle FP1) which will increase its Battery life and make it more faster but it will not solve hanging problem because it is issue for every smartphone instead Android phones.But it will solve Restarting Problem of Nokia 500.
And about which one you Buy, its your choice which one you prefer.

just you have to download another software instead nokia software updater the software name is "naviram software updater".
search on google you will find the download link with absolutely free.
just download it and click search with your nokia product id.
you will find your all nokia updates which all ready launched by nokia.

One more thing did you know Symbian OS is Faster then Every OS.
Did you know any Developer can make any type of Apps for Symbian but not for Android.
Did you know Nokia Store has 2,00,000 Apps for Symbian and Android Market has 3,00,000 Apps but Android 2,00,000 Apps can be convert to Symbian Apps So you can say Symbian has 4,00,000 Apps.
And the Main Thing Did you know Android is cheaper then Symbian Because of its Capability and Battery.
Now Compare to Other Yourself.

If u choose android just u should go for price above 10000 for better android experience. Those android phones which are below 10000 rs are worthless. Especially with charge and screen size. Nokia belle is much faster, larger resolution, high stand by charge and mostly equal app lik in android.
