I don't know why there are people that they want their tablet to be GSM-capable. All of us has a mobile phone to use as a phone to call and send SMS, MMS. GSM-capable tablet is only a waste of money because it will just make the tablet more expensive. Why you are going to use a 7", 7.7", 8.9", 10.1" tablet as a phone.
I don't think the 3G Nexus 7 will be released in the Philippines provided by Smart Communication, but Wi-Fi only under postpaid will be. However, a 3G-enable tablet will be released by Q1-2013.

The real problem is the Nexus 7 is a totally enclosed tablet. Nobody seems to know (even Google Play help) how the SIM card is inserted or changed. On a phone there is an internal slot, typically near or under the battery, but the original Nexus 7 doesn't have a removable back. There are no pictures on the Google site and no SIM card or removal tool is mentioned in the specifications. I can only guess it is a non removable card configured to T-Mobile.
It says here on GSM Arena: HSDPA 850 / 1700 / 1900 / 2100
On androidauthority for example it says: Pentaband 3G 850 /900/ 1700 / 1900 / 2100.
In my country we use HSDPA 900/2100. If it doesn't have HSDPA 900 it's pretty useless. Once you go outside of the big cities you go back to GSM/GPRS (no 3G).
What is the truth ?
Although its quad core and cellular , ram 1gb and weak connectivity of wifi and blutooth make thw whole issue suck
For me I think samsung nexus 10 and surface pro are the best tablets in performance durg upcoming period
