G2 is pretty popular phone there and there are loads of threads for troubleshooting and unbricking it. Just read properly and read a lot. The community there is not very forthcoming when it comes to asking questions which were asked a hundred times before.
I guess you may need to be able to operate the ADB for this one, which is not the easiest thing to do but you'll see after you read some of the guides. Best of luck.

Adoula, 09 Oct 2015I have the LG G2 and it is the fastest and the best touch as well as super gaming performance.... moreThere either is a hardware issue with the input device or there is a software issue that keeeps the cpu active making it unable to accept inputs from the touch screen correctly.
Only possible solution i see is trying a firnware reset which is never fun to do as you lose all your settings and data.
if after a reset its still happening you have a hardware issues and the only fix is getting it repaired which can be costly if theres no warrantee.
you can try to go to storage and clear cache data and reboot.
Maby theres some corruption inthere that causes issues which is unlikely but it cant hurt to try.
another option is updating the Phone.
when the Phone was just released there was a issues just like yours on some models.

Wing, 09 Oct 2015Those dots are no longer there.When under Lollipop, I plug my phone in, then a notifications detailing that the phone is connected pop out. I pull down the notification screen and tap on one of the notifications which uses the USB icon. It takes me to USB setting where I can switch between charging, MTP and PTP.
