The phone seems to charge but doesn't want to turn on, wat do i do? does anyone know how to solve this prob?

Its a classic phone and I gave it to my son after his collage, who knew it would get stolen. I wish to purchase one but I don't want a used one , any ideas on getting it without paying too much and going too far
