No, it can only access the internet via WLAN - and the biggest joke is, most Windows phones can't create hotspots.

Theoraticly yes, if they redesigned their programs to run on ARM, currently they do not however. So if you want a tablet to run those things you need a Tab with Win 8 Pro. Such as Surface pro, or any equivelant from HP, acer etc.
