The processor can be choked only by the bus speed (frequency) at which exchanges info with other components (including RAM).
In your analogy that would mean having a gear box that allows only a speed of 50 km per hour.
The RAM value is restricted only by the word count (32 bit - 3 GB) and that's all.
A small memory will translate into frequent management through the CPU (heading to low performane of the system) or freeze (which Android manages through rebooting by himself).

Huawei should ditch qualcomm snapdragon processors. Their in house kirin and mediatek are very good. Solid performance without big cost and most importantly not much heating issues.
