Lots of people I know with pre-paid phones would pay a head and a toe for the newest Iphone and they often do, even without a proper place to live, it's a status thing that has grown a lot recently in our culture. I upgraded from a Sony Xperia Z3 that I paid R$349 with my plan. Got robbed, spent the last six months using my Nokia 820.

That's my monthly payment.
Maybe you don't see the news and the statistics show that Brazil have one of the highest homicides rating in the world, many people get killed after being robbed, people are hit by car and their arm thrown in the river, that happened twice, I'm sorry to warn you but the thing is, the sh*t in Brazil is crazy!

And this wasn't the most expensive phone at Vivo's store, guess what? Apple's Iphone 6S Plus, even the 16GB one is marginally more expensive. Have to pay for the plan anyways, so that's what I got for renewing it.
You'll hardly get stabbed for not having a decent phone, I use my old Nokia 820 for my daily walking, as long as you have something to give them.
I agree with everything else you mentioned above though, these Olympics shouldn't even happen *here*. They're taking resources from nowhere and making the city even more precarious.

A Galaxy S7 Edge in Brazil costs R$4299, that's almost U$1400, a luxury item since the minimum wage is R$800.
If you don't want to pay don't do it, if its to expensive for you why are you looking at this post, if its more expensive is because of exclusivity that's what people is buying with this phone they want to feel they are not 1 of the million customers with and s7 edge, they are 1 of the 2016, probably people complaining are using some low range phones.
Don't complain about the price. No one of us can even try to get one of 2016.The only chance to get one is to pay more than 2000 from ebay.

The Injustice Edition is just about under $1500 in Indonesia, so it seems the pricing seems fixed in those class for Samsung limited edition themed phones. This Olympic Edition seems a bit cheaper though.
Samsung kinda established a way to grab more money from its fans.
