If they were a hardware manufacturer like Samsung or HTC then they can do that. The quality of the OS system is what will attract hardware manufacturers not the apps.

Beware that They are also building their services on nokia and apple platforms. That is why Andriod OEM have to pay all that patent fees. I the world of business you don't work in isolation.

The tiles on wp7 are really cool it is because you haven't try one. check it out you will like it better than icons.

If you're a business running important enterprise applications, you want software that's backed by solid, reliable support (even if you have to pay for it) and not some community-supported open source forum where no one is legally bound to fix your issues.
Open source is good for geeky people who like to mess around; not for everyone.
2.
When it comes to Mobile OSes, it gets even crazier: "open" doesn’t mean anything at all for the end user – it only means manufacturers and carriers can get creative with it.
Android is supposedly open, but unless you own a Nexus, you're pretty much bound by the updates Samsung or HTC or SE decide to push to you. That's not really open for me!
And it gets worse: because the s/w is "open", they're not paying Google for it, and therefore Google doesn’t need to care about you getting the updates at all!
On the other hand: because WP7 is a proprietary, licensed product from Microsoft, you’re actually PAYING for it (so yeah it costs a bit more) but then MS is legally bound to the manufacturers to update the devices.
Sometimes open is good, but in the Mobile world…its NOT!
(And don’t get me started on rooting your phone and whatever – rooting is a workaround and applicable for ALL phones if you know how to do it. Not an actual advantage of open source to be able to root your phone)

Apollo will run perfectly fine on a single core phone, just like Windows 7 operates without a problem on an Atom chip. The App market could become somewhat fragmented, but only as far as gaming is concerned (this is an openGL problem more than anything).
In my opinion, MS are more likely to keep the core features of the WP operating platform intact and update the code to accommodate newer processors and higher resolution screens, than they are to fragment the crap out of the OS like google has done with android.

MS should make Skype exclusive to WP. Pull out the support on Android and iOS and force people to buy WP devices if they reallt want Skype.
