I think it has more to do with the memory situation than the CPU when working with ICS. I am sure the original wildfire could run ICS if it had the memory to do so.

WHAT?! An entry level phone is running ICS, but their High-End devices are still running with Gingerbread. Funny, isn't it?!

That is Sony Xperia ST21i codename "Tapioca" it will be price @ 145 EUR, will be launch in 2n qtr (in july), and wait there will be a upgrade version of this called Sony Xperia ST21i Tapioca_DS.
