Received 4.1.2 update today in UK. Also worth noting is that I was in an area with no mobile signal or service and received the update download over the internet via WiFi by manually checking for updates in the settings. So this update is not sticky OTA only. Also my phone is the USA version of the I9250 (with google wallet), bootloader unlocked and phone rooted. Update came in very fast over WiFi (18MB of data transferred), installed quickly and updated 99 apps (according to the app counter screen shown during the update). Also, my phone is currently on O2 temporarily (different SIM card) since it is usually on AT&T. So, those who haven't received an OTA invitation because of being in a foreign country, on a different SIM and phone number, or in an area without mobile service, just manually update using settings -> about phone and check for updates. It will come in via internet.

I Got Mine Here in india yesterday no major changes but performance is now more smooth
updated to 4.1.2 on 16th October. Location: Andhra Pradesh, India. followed a procedure to get the update notification and got it.
Just recived in here in Norway, but I'm currently located in Amstedam
For all those on 4.1.1 and not gettings update
Go to settings apps all google services framework
Force close click ok
Clear data click ok
Quickly go to about and the update should be there
If you still do not get update then do it again a couple of times
Worked for me had to do two times
