However, you can change the region FOR FREE, you can buy a Note 3 in USA and take it to Europe, provided you didnt already activate it with an US sim you can have your region changed for free at an authorized Samsung service partner. But then it will be locked to the Euro region again.
Just wait and see, people are in denial but deep inside they know i am right, the international use requires a sim from the region your phone was bought, and that sim must be used as ROAMING!
You can no longer buy a Thai and Vietnamese simcard to use for your 2 months backpacker trip in Asia to have almost free 24/7 data usage for your whole trip, instead Samsung will make sure you come home to a 2000 Euro phonebill for your very limited use of your beloved Samsung device.
if they are locked up for particular regions, why are they 'International Versions'?

Why Samsung is doing this? Simple. In some countries ( say Russia) prices for Samsung products are very high. Because of this reason many people prefer to buy devices in other countries ( U.A.E., USA, Europe). In order not to lose high margin and keep prices high Samsung is trying to deprive people of such option and push them to buy devices in their own countries at much more expensive prices. What to do? Give your money to other manufacturers... Market is very competitive and there are a lot of excellent options (including latest models from Chinese manufacturers).
Buy a Samsung for every continent :)
Can anyone please tell me if there is any way to unlock these devices outside your home region as I travel a lot and for long periods and I don't intend to keep chaging handsets based on my region.
Samsung doing this due to poor sales of galaxy s4 and poor note3 reception.They wont announce it the sale no until today.

That is ridiculous. I always buy my Samsung phones unlocked because I travel often. It is much easier (and cheaper) for me to switch SIM cards wherever I am. I think it's a mistake for Samsung to start doing this. And the iPhone 5 S? It's looking more and more appealing to me now...

Read the labels, doesnt it say it will work ONLY with SIMS from European mobile operators?? Yes it does. Why would they not write "initial activation" or "for activation purposes", why leave out the most important info?

The update is false, its a misunderstanding posted by Samsung Switzerland on Facebook. What they really mean is that once you use a European simcard you can go anywhere in the world and use your phone, AS ROAMING!
You can never put an American or Asian SIM card in those phones. The statement by Samsung Germany is correct, you can use them anywhere in the world as roaming.
Pay unlocked price for a locked phone, imagine.. Samsung is far more arrogant than Apple could ever be. Thanx God for good androids from LG and Sony this year, noone need Samsung anymore. Well, LG has to practice on the SIM slot but other than that they can offer similar bloat and useless features as Samsung, good news for Touchwiz lovers looking for a way out.
Bye bye Samsung, you'll never see my money again.
Let the next best Android manufacturer have my money.

I see here in my country avery day hundreds of visistors from abroad going though hell in the queue to unlock their devices which is supposed within 24 hours,my sister waited 3 weeks,went back to her home country still not unlocked,I had to lend her my old HTC HD2 !!..

Gee, 27 Sep 2013Sorry, but i have to disagree with you on this one. They are adding this to what point unsure. This is to stop people buying phones that are not fully compatible with the networks of their home region because they bought it from another. With LTE that is quite possible. In any event once a SIM card from your home region has been put in it it is then fully unlocked. I am really not seeing the big deal here unless someone knowingly wants to bring a grey import device in their local country, that may not work properly.
