It is contradictory and does not explain the necessity and reason of the label and of the unlocking procedure. The used terminology is also very ambiguous. Unlocked may mean unlocked for use in other regions in roaming. I haven't come across a statement denying it. People have reported problems. If Samsung cares, it will release a clear official statement, not just a simple press release how they want to serve customers better by regions. What does it mean? Since when is the concept of regions in the phone industry a service / product improvement? Why should a customer in region X pay x-times more for the same phone than in region Y? If the phone really becomes unlocked in every sense, why make it locked first, why put a label and put the customer into trouble of the unnecessary unlocking procedure?
That is the way Samsung do business, Un announced from under the table, I personally discovered this the hard way when all of the sudden I was unable to make a phone call due to its change of policy towards the IMEI not even bothering themselves to make a simple announcement. So I don't have confidence in them anymore, this will be my last Samsung device for sure.
Seems like most of you claiming to have the superior reading skills need to learn to distinguish fact from fiction from wishful thinking.
I'll take the stories of people saying they can't use the phone in other regions over your unofficial sources claiming that you can.

What type of business practice is that? Your phones are unrestricted and then you restrict them and come up with half baked stories after the fact when people have already proven you can't use the phone outside the region where you bought and unlocked it.
Why would anyone want to go through this trouble when you don't need to deal with this problem with other top tier manufacturers like HTC, LG or Sony?
Please try upload to youtube a short video to show your phone is still locked with Thai's SIM card. I really hope Samsung will response to your case otherwise the rest of us just have to take their words at the moment.
Samsung really made a bad move and I has already considered LG/Sony instead of "only" Note3 for my next phone.

why will you buy a cellphone that is locked to a certain country and useless when you travel? dumb samsung.
Good idea bad way of going about it, simple lock the phone pre purchase and hae an unlock system after purchase where end user can unlock the phone by calling a helpline verifying their purchase and sammy then providing unlock code simple, effective and combats everything without affecting the end user too much.
Well i can officially confirm now about the region locking thing with my personal experience. I bought Note3 from Dubai and activate it with a local carrier sim. Then i traveled to London and walah... it worked here with local carrier as well. In my note3 box London was not mentioned but it worked sweatly.... so no problem for me now.....cheers all.

Seriously, this is so ridiculous from Samsung, that we first pay full price for the phone then on the top pay for unlocking the so called unlocked phone...shameful...never going to buy samsung again...they have even surpassed Apple in putting restrictions on consumers..a lot of people on xda that yah solution posted by Samsung Germany doesn't work as described.
This is a very shameful business strategy by Samsung. Its aimed at stopping private importers and GSM phone dealers from bringing in these phones into a continent. Eventually everyone will have to buy from a Samsung store or a Samsung approved partner. Won't go far.
Very stupid of Samsung! End users are going to suffer. Each time they make "improvements" (removing FM radio, making phone work less from one charge and so on) I really feel like buying something else.
Screw you Samsung, you can f**k off! Don't care if the phone can be unlocked using a regional SIM and then used anywhere, it's supposed to be a GSM device.
And what's to stop Shamsung or a mobile operator enabling this BS lock in future? If I buy SIM free, that means, it's unlocked and SIM free. Period.

Instead of reading a social media page (regardless of how "official" it may sound, it's an unofficial source) and reading things INTO the label that clearly isn't there (that you can use another SIM without any problem), I will trust sources that actually have one of the phones (like the Note 3) and say the phones ARE in fact REGION LOCKED with 100% certainty.
Until Samsung releases an official statement from their Korean HQ or an official statement from one of their Regional offices, all the other information is misinformation as far as I'm concerned.
