I updated my Galaxy S4 to 4.3. GT-I9505 with local UK sim card inserted.
I used 5 minutes talk time (about 6) on the local sim.
I now have my globe telecom sim card from the Philippines in the S4 and its working on roaming (I'm in UK/wasn't asked for any unlock code)
Phone was manufactured in May 2013. Bought sim unlocked/unbranded.
Hoping this means region lock isn't active.

5 mins of voice call is also does not remove region lock... I bought this phone from belsimpel.nl... used with a dutch sim for 5 days... so had almost 20-30 mins of voice call before I came to India for a vacation... but when I put my Indian sim it asks for the network unloacking code... however if I put my dutch sim in it.. it works perfectly... so voice call theory of region unlocking of galaxy note 3 is bull☆☆☆t...

Ok, so what happens if my phone is already unlocked and i am in a non european country? and wont return until next year what do i do then eat the phone?

"Note that the Region lock is implemented in the Android 4.3 software that many Samsung phones are receiving at the moment, including the Galaxy S4, S4 mini, S III and Note II. So, keep that in mind before you hit Update."
As you can see, even the devices that are in use will be locked when they receive the 4.3 update. They will be unlocked too after 5 minutes of call with an appropiate SIM card, or... not? Nobody says nothing about this case!

I have a EU Region locked Note3 and I have first tried with a non-EU sim, which is not working then EU-sim, which worked.
I have now tried this method and I can now use my non-EU sim. Great!
I don´t think you have to use the EU sim to "first" activate you phone, because i haven´t.

You just need to make 5 minutes of call in order for you to use in other regions. I don't see how are you affected unless if you are currently doing illegal smartphone trading. I'd suggest you to clear that mud on your face blocking your eyes. :)

... anyway, because of the region lock and the new and wonderful feature named Knox, de moding community will distance itself from Samsung. Something tells me that Sony will be the next loved baby; maybe it's just me... At first, it will be good for Samsung, I must say, because of the valuable enterprise clients. But beeng not loved by the community, IMO will begin to hurt sales in long term, because who do you think give advice to buy a new smartphone for LOTS of people around the globe? Yes! You get it, it's US! Samsung will enter slowly the could circle of unloved businesses.

great samsung atlast u succeeded in making me to move on to another phone manufacturer,i live in india n always u have dumped ur inferior exynos based phones in india even though we pay a premium price without any subsidy for ur phones, exynos based phones heat up easily than the snapdragon ones enjoyed by the us or uk or european union countries, now u have made that i cant even import. thank u samsung , will never buy another phone from a cheater company like u who treats the third world countries just like shit.
Well I waited for Samsung to reconsider its position and since this is not the case I will not be buying the Note 3 or any other Samsung device after having owned the Galaxy, Galaxy Nexus, Galaxy Tab 7.7 and currently having the Galaxy S3 in my pocket. Didn't think of the S4 a smuch of an upgrade so decided to wait for the Note3 but I guess it will be the LG G2 after all...This all comes down to greed and utter contempt for customers. Plus, if I may add, how come a multi-billion euro company like samsung communicates so badly? Lies after lies! I never bought anything from Apple because of its locks and restrictions and i will never buy from Samsung again!
