I think Apple should rethink their strategy before introducing their products. We Indians are not fools out here, we understand the importance of Money and knowledge of latest technology.This stupid strategy won't work in India.
And...what happens if people go out and BUY IT??

India has become an official dumping ground for Apple. Apple has been a company with strong customer value and believed in giving the latest to the customer- NO LONGER! Apple..will never be the same again.

It's most likely unsold european and north american stock of both new and refurbished iPhone 4 8GB. It's an ancient phone by today's standards, though still usuable. One major problem with the iPhone 4 was and still is with the antenna(dropped calls). iP4 was notorious for dropped calls in my country even in big cities, where other brands especially Nokia phones had strong signal almost everywhere.
Amazing ... for the same price you can get a Nexus 4 or a Galaxy S3!
Companies will price it's goods/ services according to whatever the market will bear. Users in India seem willing to shell out $300 odd bucks for what is seen as an outdated phone in N. America, then so be it. Can't blame Apple for shamelessly cashing in. Besides, The iPhone 4 isn't bad at all. Just depends on what your using it for.
