I would say that any second hand unlock phone would always be in demand for criminals b'coz after the crime is commited it will always be difficult for the police to chase them as even if the police are highly equiped with tech gizmos and they try to track the criminal with the use of the mobile phone handset, they would land up at the 1st owner's place instead of the second owner..
Itz best never to sell your phone however expensive it may be even if you ar not using it, let it be safe in some corner of your home as a spare phone instaed of selling it for the sake of money and having the fear of landing into trouble one fine day.

And no, journalism is not about moral responsibility, if it were, you wouldnt hear stories on cnn about paedophiles using craigslist to commit crimes.
If this story were to say that criminals were using "undiclosed phones" to commit "undisclosed fraudulent activity" then there wouldn't be much of a story, GSMA wouldnt bother. The fact that its a Nokia 1100 and that you criminals can use them to get your texts and hencefoth get into your bank, thats where the story is, thats why theres a picture of a 1100 on the caption. No 1100, no story.
Contrary to what you believe, public awareness with details like these actually prevents crime.
