The .99 designation could easily be construed as 5.0 and this being aa final beta before actual release they could just as easily bump it to 5. Material ddesign, ART, Volta and not to mention all the other tidbits I can't think of off the top of my head makes this a major revision.
Smart Google. BY keeping it at 4.5, people using 4.2, 4.3 and 4.4 are going to think they are still updated.

i don't think so, it will be 5 for sure.
This helps trick people into believing the fragmentation issue is now less than before, as a bigger piece of the pie chart will be in version 4 as opposed to split between version 4.X, 5.X, and 6.X which it should be by now.

number it will sport. The latest Google Play Store/Gmail release reveals a Android 4.9;
which indicates that the
next build of Android will be Android 5.0, rather
than 4.5
there would be iOS 11 WP10 and Android 4.9 :D
