Ok after reading so many websites and some hands on experience I have to say windows still have to ways to go. It needs a lots of improvements. For now it is by no way comparable with android jellybean. Let me explain by comparison between Windows phone 8 and jellybean.
1.in wp8 there is only 3 brightness controls available,low medium and high.
2.it does not have multiple windows.
3. Far behind android in terms of games and apps.
4.You don't have any option to change the theme, you can only change the color of live tiles.
5.Basically wp8 devises are thicker than most android devises.
6.It has no dedicated file manager.
7.It has no task manager to manage all the apps in one place.
But yes wp8 has got somethings that is better thane android, that is office 360,i.e.10, building quality of lumia is better than samsung devices,nokia clear black display, and it is basically fast and fluid than any samsung android devices available at same price range.
Now if u are ok with the odds of the wp8 I will strongly recommend u lumia, other wise go for android.
It is only samsung, who can launch phone at great pace.Largest manufacturing capacity in world.It can flood any market in world.But others laggards.

Will be a few thousands INR costlier than the 620. Would get enough time to save up that difference in the price :-)

1) Lets suppose Nokia is waiting for MWC to get over so that they can launch the trio of 620, 520 and 720 at the same time, which could be their reason to delay. Then you will have more options
2) Considering that 620 is launching in India after 2 months of its release, i am guessing 720 will come around april-may time.
Either way, lets see what nokia says at mwc and then you can decide that do you want.

Guys, those Nice reviews I found it exciting consolidated here for new people 'really' looking for Lumia 620 in India.
Review Number 1: I've a friend who works with Nokia and confirmed that it'll come by February 1st week.
Review Number 2: One of my friends who is the Dealer from Delhi confirmed that it's an Entry Level Phone and costs below Rs 13,500/-. (Windows Phone 8.0 for 13K, nice one guys)
Review Number 3: The Adreno 305 is slightly weaker than the 225.
Review Number 4: Lumia 620 is Launching in India Next week, Probably on 27th or 28th. Approx price:14 - 16. (Thanks again)
Review Number 5: I don't know why but I receive a call from Nokia(I hope some other also receive that.) They told me this phone is coming on Feb 27-28 and when I ask about price they told me they don't have any info but it can be around INR13k-15k. (Again awesome)
Review Number 6: Blackberry Z10 isn't able attract UK customers. That is the reason they are launching this phone soon in India as they have ample stock availability but this is not same in the case of Lumia 620. (I work with UK telephone customer service, & I'm not commenting on this)
Review Number 7: Nobody gives priority to India. India belongs to the list of third world countries. Priority is given to US and UK only. But seeing that US is still yet to receive I am happy.
You are right! Now that I have waited for so long, I think I will wait for a few more weeks.
Let TheApprentice and SuperNexus buy the L620. Let us see what they say about it. I would rather trust their opinion.
