They tried releasing cameras like this years back (2009 korea only), but have just seen the market is increasing in this region and are doing it with a smart phone. It's a good idea in my opinion and may push other manufacturers to push harder which is always good.
I can foresee lens error issues as the lens mechanism will likely jam from debris from being carried in pockets/purses. Here's the fix(es) for when it happens:

Never used one of these, but judgeing by the comments this is a fail (not an epic fail) but a fail. The s4 is pretty expensive as is, I would just buy a Samsung camera, that have 20 or more mega pixels. Not really a Nokia guy, but that 808 pureview with the 41 megapixel camera. Sounds like a good buy if u want a quality high grade phone and camera that work well in tandem.
Will never use this as my main phone. A camera maybe, but you will need to still carry another smartphone. So Samsung defeated the purpose of having a proper camera phone, slim and beautiful enough to be your main phone and also a camera. Photo enthusiasts will carry their dslr's and a Nokia eos instead.
Very small image sensor but tries to look professional. Again Samsung makes things just for some quick money from people who don't research but buy things based on looks. Two years from now very few people will remember it just like the Samsung Pixon 12 which was "better" than N8.
