I suggest Apple iPad 8th Generation because it has many better specifications like large screen display and Apple Pencil support. I own both of them and iPad Air 4 as well.

While both definitely have similar specs, but at least this particular iPad has a upgraded A12 chipset instead of the A10 that the 7th has.
If I had to bet my money on which will probably get an additional year worth of iPadOS updates, 8th gen would. Tho keep in mind that it probably wouldn’t make a huge difference considering the chipset is still 2 years old at this point & other better chipset had already been released & I would not be surprised if apple dump this iPad in terms of iPadOS along with the 7th gen & work on future iPad gen whichever were on by that time.

Im not into gaming. I don't care abou... moreI say iPad 8 is your best bet out of the two options. A lot of times, most people rarely ever need their iPad to do anything beyond a typical tasks you do online.
iPad mini is really only meant if you needed the portability but retain the same or similar specs & ability as the current basic iPad, which is iPad 8.
Simply put:
Basic usage (email, social media, streaming service, type some office apps like docs excel & PowerPoint, play games, a quick FaceTime call, iMessage) = iPad 8
Portability (but does all that) = iPad mini 5 is your best bet.

If you care about the big screen for note-taking and a little bit more juice then go for 8th gen. And if you want something portable and more color accurate, go for mini 5.
