In layman's language, a 3G service gives you more mobility because it gets the internet from a SIM card which you use on your cell phone.
Wifi coverage is from a wifi access point installed at home or airports or else where. From a wifi access point you will get coverage upto a maximum of 150-200M (provided with no obstructions).

Ipad wifi + cellular = You can connect to wifi (if available) and when you have a data plan (Carrier/sim card installed) you can use the internet WITHOUT the use of wifi and also you can share your internet thru personal hospot option (carrier dependent)
Ipad wifi only = needs wifi for internet.
