Theese messages are sent via a connection and do not cost (May cost as it needs a data connection) Hope this answered.

WiFi-only models don't have that ability. Also, it depends on the carrier and/or your specific cellphone plan for the carrier to allow you to have (or not) and use the hotspot feature. Cheap prepaid plans usullualy don't offer a hotspot feature.
