You have to contact the owner for the ID and password or ask him to erase the device and remove it from his account if he is not present. But you said you don't know where he is! That is the problem . You need to return the phone to whoever sold it to you for refund . Without the help from the owner, you cannot activate and use your phone.

You need to get password from the owner of the phone, which in this case is impossible since the phone that you bought has been reported loss. You cant activate the phone

With out this you cannot generate your password

My iPhone 5 IOS 7.1.2 (AT&T) is not display the personal hotspot. When I go to Cellular; it's just only searching, and when select to set up personal Hotsport; it show a message that: "To enable Personal Hotspot on this account, contact AT&T at 611 or visit.........."
What should I do to display personal hotspot. Help me please!!!
