Try the following steps :
1. Make sure your device is on the latest firmware version
2. Wipe cache partition partition from recovery
3. Make sure the SIM you are using is not a cut SIM
4. check with your network provider
5. Run SMMI test
How to Enter SMMI_TEST (test hardware)
Go to Calculator=>type " .12345+= "
you will be entered to SMMI_TEST
