This is useful for navigation in urban environments where satellite reception can be poor. This works for any position in the world not just in Russia. That is why GLONASS support would have been useful, without it, the phone often loses its position.

I had faced it too, go to settings --> Accessibility --> Turn off the "Talk Back" feature.
This option is for blind and people with low vision.

This phone does not have Glonass support as indicated here and on other review sites. Motorola's own specifications make no mention of Glonass capability. When used as a navigation device in a vehicle, the GPS performance is considerably less reliable than my 2.5 year old Samsung Galaxy Fame that does have Glonass support. In a simple comparison in the same position, the Samsung was receiving information from 15 satellites, compared to only 7 in the Motorola. Driving with the Motorola as a navigation device is extremely disappointing, as it constantly loses it position.

It clearly mentions the bands it supports.

3500 is for E3 Power.
