Settings/apps/all apps / google framework/ first clear cache the... moreThat's not possible. The OTA updates are not pull requests , but a push from google. So Unless google has pushed it , not matter how many or what kind of requests your phone makes , you will not get it.
In your case , it might have been a coincidence.
