Don Morrill, Android Engineer explains it on Reddit- rollouts are conducted in phases where typically 1% of devices get it in the first 24-48 hours. And if everything goes fine, the rollout starts covering 25, 50 and finally 100% of the devices over a course of 1 to 2 weeks.
