How is the S4 in the same shoes as Note 2? I think you meant Note 3. Note 2 is Galaxy S3 era, and even has the same chipset.

I'm surprised that you are surprised that the S4 is included on the lost. It's still a very recent phone model and is still sold in some markets. The differences between the S4 and S5 are so marginal in any case.

The thing is, that these aren't very popular devices, with not that many users. It's more profitable to deal with the widespread flagships first.
