You contend that "the Chinese" would protect their own, and then exult that Apple sued Samsung and "kicked their butt". Americans are even more protective of Apple than the Chinese are of their Smartphones. Apple are not a manufacturer. The components of Apple's iPhones are manufactured for them, and the iPhones themselves are 100 percent assembled and manufactured outside the US; namely in Foxconn sweatshops.
Of all the Android manufacturers, Samsung are the least likely to copy Apple and have been for a while. Samsung, until LG and some other companies began to follow their lead, were the only major phone manufacturer to forego aluminium in order to offer removable batteries and SD cards. Samsung, to the amusement of Apple and other major Android manufacturers alike, spearheaded the adoption of large screens with the Note and then the 4.7 inch S5. Now all companies are following their lead.
Apple's big reveal with the iPhone 5 was the shattering move of increasing screen size from 3.5 inches to 4 inches.

I think Apple has their hands full or tied either way. Meizu is just copying the look while there are dozens, hundreds perhaps of other Chinese companies that are downright ripping off Apple's IP by putting Apple logos on shoddy products, Goophone making fake iPhones, and even all the fake Apple Stores and "Authorized Apple Resellers" who Apple doesn't even know exist and such. Remember the fake charger fiasco? etc... Meizu is at least putting their own name on it so while it may look like a iPhone 5c, nobody will certainly not mistake it for one.

I still believe that big American companies doesn't know what is fair business. You could see that in a case with Nokia. I'm pretty sure that Apple was also in involved in that and worked together with Microsoft to get rid of Nokia, which was number one before Americans took over.

But chinese compa... moreIt is difficult to sue Chinese companies on home ground, as the China government themselves will protect the local companies, whether they are guilty or not, so it is a waste of money.
Secondly, the copies are more towards lower end handsets, which damage other rivals such as Samsung more, not Apple, so again, while annoying, litigation is less worth pursuing.
When Samsung copied Apple, they used it in their flagship phones, which had more of an effect on Apple's sales. Apple kicked their ass in court, and now Samsung behaves themselves a bit more in terms of design.

It's not even same size/design lol. And 5.5 inches vs 4 inches. Only the colours are the same.
