The article sounds like Ubuntu Phone has been out and ready for 2 years and nobody used it until now.
The reality is it has been announced 2 years ago in the sense of "we are starting to work" on a mobile version of Ubuntu, and it has reached *the first* manufacturers ready (not even consumer ready!) version September 2014.
New FlymeOS based on Ubuntu will be the same as Ubuntu Touch but with custom services, scopes and applications, basically Ubuntu Touch with adaptations to fit in the Chinese market but it will not differ from Ubuntu Touch in other ways.

the font they used on the teaser is Segoe WP, the main font of Windows Phone, so maybe that's a hint??
