You're looking at this the wrong way. Samsung made Tizen to look a lot like their skinned TouchWiz Android devices. Yes its lighter so performance, price and maybe even battery usage may be better but the main thing is it will also run Android apps. People will look at this and one of their Android devices and not see much of a difference and if the price is cheaper they may even get the Tizen device. Some may even walk into the store, buy a Tizen device and not even know its not an Android device until they see some kind of marking or when they boot it up.
Samsung wants to have a way out, a way from Google and Android. Sure since Tizen runs Android apps they still rely on Android, but I think they're hoping that developers will make their own apps for Tizen if Samsung can prove Tizen is a viable OS. If they buy Blackberry then they'll give people 3 choices (and if they make phones with Windows then 4). Choice is good for consumers. They could use Tizen for their low end devices and Blackberry OS for their high end devices. Or maybe they won't buy Blackberry at all.
The question isn't which OS is better Android or Tizen, it is can Samsung get people to buy into Tizen. I think if they look close enough alike people won't care. If you saw a Samsung Note with Android for $600 and a Samsung Page (my name for a Tizen Note) with Tizen for $500 and you booted them both up, the Tizen booted faster, looked almost exactally like the Note with Android with similar functionality, was snappier when opening apps and ran your favorite Android apps which one would you pick?

they will make it, they start with a budgetphone which is smart.
people will buy it faster. the device has not that good specs but
for 90$ its a good phone to start to get used to tizen
