It would seem pretty clear that somethng is up. I installed the Insider App here in Sweden a few days ago, yesterday I got the updates for Windows Phone 8.1 and a message that if I didn't install them, they wouold be automatically installed on Februay 9th.
If you are also outside the United States, you will have to change all your settings to United States, then you can install the app. You have to change Keyboard, Lanugage and Region to United States. Then you can install it. AS along as I had Swedish settings, the app was nowhere tobe found.
