$90 may seem cheap in US currency, but in countries like India, Bangladesh, etc. where the cost of living is astonishingly low, 7000 Bangladeshi currency isn't cheap for most middle class people, which make the vast majority of the country.
If you want them to pay 7000 for something, it has to be worth it, and must have a life cycle of at least 3-4 years. If the Z1 can't provide that, they are better off with a low cost Lumia or something like a Moto E.
