They need to get this out quickly because several old apps crash/lockup on 8.1 - Angry Birds, Bad Piggies.
Tired of my son coming to me every 5 minutes with a locked up game that required rebooting the ipad to resolve!

And 8.3 is the one with Emoji updates, not 8.2, and if you bothered to read it says "Naturally, there's more the iOS 8.3". 8.2 is a significant update in any case.
Hard to understand your problem anyway, youre obviously a droid and you should be thrilled over useless gimmicks like emojis, you would love it to pieces if it came from scroogle.
