$599 is not the likely price tag, it's the approximate value listed in the sweepstakes. The reason for this is tax purposes... if the value were $600 or higher HTC would have to send 1099s tax forms to the winners and report that to the IRS. Being $1 below the $600 threshold avoids that hassle.

Ostensibly it's a blessing to live in America iPhone is cheap there and HTC is cheap there. In my country even M7 is $ 650 and M8 $900 let along M9. HTC must decrease their prices especially to old phones. Nonetheless, HTC for life no matter what
