Essentially that is the whole opposition to it, the travels within Europe are not symmetrical by any means, far more people travel from the north to the south than the other way around -- hence the operators from the south are objecting this directive because they would end up doing far more calls for free to the operators of the north than the other way around.
Also the "nail in the coffin" was the fact the people who wrote the directive never considered how this would affect competition in all *national* calls/plans.
An operator anywhere in Europe could very well sell SIM cards (to his "abroad" costumers only) with calls and texts pretty much free to all countries and from all countries except his own, knowing beforehand that he would never have to pay for those costs as that directive would force the other operators to support the costs for free.
So yeah, roaming *DOES* need reform in the EU, but this directive was plain stupid and made by people who didn't have the slightest clue as to what they were doing.
While there making the stupid amount of money they are, it wont stop. thieves

The very essence of free economy requires dissolution of monopolies and cartels, and in the matter of roaming fees, EU mobile carriers constitute a classic price fixing cartel.

i don't think roaming charges will ever stop. They said the same about 2012, then it was postponed till 2014, now till 2018. and we dare call it european union.

El Pablo , 09 Mar 2015Viber ... so your talking about using a service that requires a data connection to work? not many people will be in range of a wifi hotspot you know, so that statement really is moot unless they plan to anchor themselves to a hotel or cyber cafe all day and practically do nothing when they are abroad

well three uk already have free roaming in usa and some other country without charge you use ur home minute and Internet and I have unlimited every so that's a bonus for me
