Truth be told TRAI contain people who got there by qualifying the so called indian government service sector tests and are there for years doing nothing in their offices. Whatever skills they had are most likely dead. Also it contain people in power who are generally above 40 and dont use internet the way it is supposed to be used. Usually opening their own divisions's site for official works is them only using the internet. And such people who are completely unaware and uneducated of the way internet works are to take the most important decision regarding it, then people know it we are doomed for sure. This is currently happening in civil sectors of india and fates of each work done in those sectors lies in hands of such people who have rusted long ago all the corrpution quota systems and these approaches have really taken the quality of work done in these sectors to the lowest class possible.

I don't know but I can assure you that when it's about internet everything is wrong in India and India only. You have no idea what joke is going on for past 5 years or so, especially East India though.

Hacker group Anonymous India has brought down Indian telecom
regulator Trai's official website following the public release of email IDs from
which the body received responses regarding net neutrality.
In a series of tweets, Anonymous India claimed responsibility for bringing down
train.gov.in and also warned that the site will soon be hacked. It looks like the
group has launched a DDoS (distributed denial-of-service) attack on the
                      website to make it inaccessible.
#TRAI forgot about us hahaha! We reminded them that we are still here.

Corruption at its peak. Trai seems to think the bribing mobile operators are more important than Tax payers.
