Lack of free memory, because too many bloat ware apps running, even they are disabled many times (One Drive for example). Learn practical use of S6 and multitasking, before you comment.

It's meant to work that way, by keeping app code in RAM (even when closed) it improves overall responsiveness. Imagine if every time you closed and re-opened an app it had to load everything it needs from the flash memory (internal storage), it would be frustratingly slow. So, higher RAM usage in an efficient way is better for end user experience.

I have to restart the phone every 3days or so because it`s slowing down..this is not supposed to happen in 2015 phone with 3gb of RAM.

I think the issue is if you end all tasks there is still ~2GB in use, so something isn't been freed properly. I also suspect this could increase memory fragmentation leading to instability.

Some of the code remains in memory so when you start the app again it should load faster. Some of the memory space remains on 'standby' for this purpose. It's is perfectly fine the way it is running, don't worry.

There is always space, the system closes some and opens what's needed. I agree the default system apps & os uses up a lot of space by running unnecessary services like pagebuddy, s voice, s finder etc. But this high usage won't affect user performance of single task. The effect shows up when you use multi tasking for e.g. chrome, touch wiz etc reload even though it was just active. This was because it couldn't keep these services in RAM as some other services are running. This is what samsung has to fix, this is an issue since Galaxy S3. Samsung runs so many junk/bloatware apps, though user has turned off those apps their services keep running.

I don't understand what usage you will do if you've 60% of RAM availability. The system will manage RAM according to its needs and user can't really do anything with it. If you try opening any game/app the system will automatically load its data into RAM.
The issue that some affected customers are talking about is certain Apps get reloaded as they're killed in the BG due to ineffective RAM usage. So ideally the fix will be for effective management of RAM and not reducing its usage.
