keepass uses encrypted file to store passwords. The file can be uploaded to dropbox, google drive etc and can be accessed from android app or a computer. Less expansive than 12$

Or you could just pay a one time fee for the Safe In Cloud mobile app and use your Google Drive, Dropbox or OneDrive to store you encrypted passwords... Desktop version of the app is free and works nicely with Chrome to fill in passwords on a click of a button.
