For the governance of Puerto Rico, read this. Explains it all. The US is sovereign over the territory.

Ching chong ching!, 25 Sep 2015Wait? what? that was exactly what my point was in the first place. LOLYes, but just because they are not a state doesn't imply they are a sovereign country. Their president is the US president and they elect a governor. So, by law, Puerto Ricans are US citizens, and use a US passport instead of a PR passport.
They can also serve in the US military like any other citizen.

Look it up when you get home, will become clear then :)

The difference between them is that they cannot vote and do not contribute to the US revenue, and like I said, Puerto Ricans are automatically US citizens. It's a complicated case.

All political issues are governed by the US government. I tried to post a link before but it has been moderated. Look it up on Google.
Since 1917, Puerto Ricans are automatically US citizens.

Puerto Rico enjoys far lesser autonomy than HK :)
