That probably explains why Amazon doesn't have a similar service here in Ireland as some supermarkets have online grocery shopping, some which are free once the groceries subtotal goes over a certain price and no membership fee. In the UK, there is even much more competition between the supermarkets competing on prices while also offering cheap or free home delivery depending on the subtotal, so Amazon's planned UK launch will probably not go well if there's a similar membership fee obstacle.
