Some aren't (by either the region or just the carrier), and some people don't have a clue and prefer to just get phones made for the region specifically as they have more support.

Its not just the camera, the bottom antenna line seems to be placed differently and I'm pretty sure the left one is slightly longer. Different phone design or just a mix-up.
Maybe slightly different specs caused it to be different?
