I looks exactly what you say it isn't: fishy. After 1 click it is asking for permissions to access accounts, instead of a login. Seems VERY suspicious.
If it was legit, you would provide a link to an official Microsoft site with the news, which would then link to the onedrive site, asking for the login, not weird access permissions.
There's also no information on the official Onedrive blog: https://blog.onedrive.com/
