I don't think that the folder in which it was saved should make a difference. Try downloading platform tools in the same folder as the adb and open the command window again after that. (You may have to restart the computer for it to take effect.)

'adb' is not recognized as an internal or external command,
operable program or batch file.
I made sure that I opened the command prompt in the same folder, but it was saved in a folder in Pictures. Does that affect anything?
Hey! Did you open the command window in the folder containing the installed adb? If that didn't work, try downloading platform-tools in the same folder and try again.

Did it still not work after those steps? Or are you asking if it actually works? It worked for my Moto G3.

It seems that the Moto G4 has the same way of accessing the developer options as the other Motos, so it should work through the build number. But if not, try the shortcut-creating app. Also check in settings once just in case they're already enabled and thus are not getting enabled by tapping.

The number of taps may differ for different systems (it might be ten taps on some phones. Usually there is a countdown saying "you are x taps away from being a developer when you keep tapping.) It seems there is also an app that creates a shortcut to Developer Options, so maybe you can try that.

I faced the same problems post the Marshmallow update as regards:
- Notification Screen not scrolling down.
- Incoming calls blocked.
- Home button non-functional.
While I saw some suggestions floating around, I was unable to make use of them as:
- Some suggested setting up a guest account and then deleting it to go back to the owner account to get the home button working again, but the Moto G 3rd Gen has no option for changing users.
- Nova Launcher, which others suggested creating a widget in, in order to create widgets under the Drawers Group requires the Prime i.e. Paid version.
I collated the solution from different forums and have given credit accordingly. Although the process took me over an hour because of all the confusing information floating around, it should ideally take about 15 minutes following the steps below. [Major credit goes to http://forums.lenovo.com/t5/MOTO-G-3rd-Gen/Home-button-notifications-and-lock-screen-not-work/td-p/3255406/page/2 wherein a user gave the solution for the Moto X, which works for the Moto G and which I shall elaborate.]
STEP 1: Download all in one adb installer on your PC.

STEP 2: Download Moto G Drivers on your PC.

STEP 3: Open developer options in the Moto G (attached via USB to the computer)

STEP 4: Developer options will appear under 'Settings'. Go to Settings> Developer Options> USB Debugging and enable USB Debugging.
STEP 5: In the folder containing the ADB, press shift and right click together and click "open command window here".
STEP 6: In the command prompt window on the computer write this command: adb devices
STEP 7: After the previous step, the list of devices attached will be shown i.e. the Moto G. If the device is shown, in the command box write: adb shell am start -n com.google.android.setupwizard/.SetupWizardTestActivity
STEP 8: The setup wizard will open on the phone, go through it as if setting up a new account. At the end, all problems should be fixed. No need for a reset and no data lost.
