Much more area to cover. In the US, Verizon has the most coverage, and if you need that coverage the price is worth it. Their entire footprint has LTE rolled out as well, which typically sees speeds of 60Mbps+.
There are cheaper carriers, but they mostly focus on cities and developed areas. Often the moment you leave the city limits, you typically fall back to 2G or E911 only.

There are normal people wanting a normal sized phone that they can use to text, call and email on, and maybe the occasional simple game or similar.
Not everyone wants a phone that can be a burden to carry around, and a phone with around a 4 inch screen may be sufficient for them

512MB ram in budget phones (Android) are to avoid the countless, pointless development costs after Jelly Bean made cheap handsets run sub-par.
