I think the author meant that you can now rotate the home screen and app drawer.

But the problem is that average people don't know that and OEMs aren't providing them the option to do so.

The main focus of Android was, basic features and lightning smooth UI, as well as speed in multitasking. After Android 4.x, they really started to optimize it, so starting with Lollipop, features that manufacturers implemented, didn't decrease performance thanks to the optimized OS...

Lollipop 5.1 added dual SIM support, for example, yet there were dual SIM Android phones for many years before.
The thing is, when each manufacturer implements a feature it gets ahead of Android, but also the experience becomes inconsistent (e.g. not all manufacturers may handle screen rotation the same way - some may rotate instantly, some may rotate after a slight delay). There's value in having features ahead of time, but there's also value in having those features standardized.

I mean, Google doesn't look into minor things just like this. There have been launchers on play store like nova launcher which makes main screen in landscape mode too. Because its android, if you need this "feature" just download it. But just like me, I have used it with custom launchers and I didn't like it, not very useful tbh. That's not a "must have" feature.

Especially since most devices launched today have grown beyond one hand operation and into phablet land anyway.
