Seemed obvious. Ads are Google's main money maker. It would be silly to give Android for free to OEMs if said OEMs would then kill Google's main way to get paid.
That said, there are ways to block ads if you're "in the know". Both rooted and unrotted ways...

I suspect this has a lot to do with this: -
Simple reason behind this that Google make a shed load of money from the companies that advertise and for those links at the top of any search. You click on the advertised link and Google and rolling in the dough. So to remove the ads would remove one of Google's best forms of income. They simply are not going to go for that now, are they!

Stock Browser is already good enough for any Android phone. You don't need any other browsers. For me, I disabled all other browser off and other unused Apps my phone in the Application SETTING.
ads on mobile are a big NO NO since most of them are literally forcing themselves on you and not friendly at all no one can blame the user for trying to block them because after all if i can't use my device to visit some website then you can kiss your ads goodbye, the problem is with how they choose to advertise it and if it remains this way then you'll always find people trying to block their ads
