Till the dispute is there they cannot use MediaTek in India, unless they use SD they won't be able to launch Note 4 here.. Note 3 is already doing awesome and SD is a big reason for the same.

And SD 652 has 4 core, so it will have better multi threaded performance and maybe slightly less single threaded performance with reduced battery. That's all, there's no more difference between them.
Maybe Xiaomi wait for the release of the new snapdragon 653 announced in some new rumors...
No need for redmi note 4 for a while. RN3 is good for the price and current competition and will get CM14 support:)
Ehh... CPU wise Mediatek are fine-ish. for midrange. but GPU wise they are horrible. I recommend sticking to snapdragon AND Mediatek.

So, why do we the consumers care? Today, mostly all apps run ok even on these chipsets.
From the consumer's point of view, One of the key reasons why Snapdragon do good in chipsets is because they have a clear numbering system, only rarely does it confuse anyone, like Snapdragon 652 may be slightly better than Snapdragon 800. But that is rare.
Even Intel is the same, i7 for performance, i5 for midrange performance and i3 for just a modernized but mediocre performance. And remember the Pentium Age? Pentium IV was better than III and so on... It was simple!
Helio may be the same too, but I don't know for sure.
