Wait a minute.
This feature is there in MIUI based ROMS for ages - I remember using in the MIUI ROM in my Samsung Galaxy S2 days.

Some data services offer free or cheap data during certain time period of the day, for example they we have data allocated from 12am to 8am which is calculated separately from the peak time usage. So that data amount remains without much use. These apps could give us an option to use those time frames to download large data.

Nice feature.
I often miss the opposite though. "Download over mobile, despite the size."
I have a monthly cap on my plan that I hardly ever reach.
