Unless you root your phone to make all kind of changes to system partition, you do not need "Restart" button. But then again, if you plan to root you can add one so I see no problem really if this is missing in final 7.1
I only used "Reboot" on my phone (LG G2 with CM13) when I changed lcd_density in build.prop. Otherwise the phone works as expected and needs no reboot - I think this is the normal thing to expect.
I for one do not want a phone that NEEDS a "Restart" button/option.

So glad I... moreYou are kidding right? Windows Mobile is an abomination. I work with these things every day, the only operating system anywhere near as bad is IOS.
By contrast, Android is easy. Easy to use and easy to fix which is all that matters.
Fix your outlook sync or your error 0x008008 without having to reset the whole phone, i challenge you.

So glad I ditched Android for iOS and now for Windows. No more software issues, and no more issues in general.
EMUI has a lot of things going for it and is a much more "refined" Android experience.
Recently tried a Motorola G4 Plus with stock Android and to be honest; what a let down. So many "standard" features were missing. Of course you can customise it, but basic things like the phone dialler was just abysmal (and a complete mess).
"App drawer" - who gives a monkeys, as EMUI has universal search for Apps.
The icons look naff, but you get quickly used to it (and we are only talking about an icon)
So, thats what the Restart apps in Play Store are for. Now, I know. Lame stock android that everyone wanted so bad not so awesome after all. Thats why I love feature-rich Touchwiz.

The only advantage of stock Android is the frequent updates. Specially, the monthly security update. That's why I bought Android One instead of Xiaomi, etc. But UI wise, it's boring. I even switched the launcher to Microsoft's Arrow Launcher which suit my needs.
