the G4 Play WILL BE updated and it runs Snap 410 with 1 Gb of ram, it isn't impossible to run 7.0 on them , you just have to disable the VulcanAPI andyou'reready togo

Android 7.0's minimum requirement to pass Google's approval needs it. That's why no phone with Snapdragon 800, 801, 400 and 410 are getting official Android 7.0 update. It's not just Motorola. Sony, Nexus, etc. are also left behind.
There's been report that Qualcomm would provide the update if asked for. I don't think it's feasible for Motorola from Business point of view to ask for it for a Low Mid Range device like Moto G 3rd Gen.
